Reasons to choose Early Intervention

Early Intervention is the oldest and largest independent provider of Special Education Teacher Support Services, SETSS, in the USA because we do everything correctly. We honor the conditions of our contracts. New York City refers to these contracts as "P4 letters." The failure to adhere to the contracts constitutes a crime under New York State Penal Law. New York City’s Department of Education, the NYC DOE, regularly enforces the law and has prosecuted the owners of several other companies over the years. The P4 letters contain certain conditions to which we strictly adhere.

Condition 1: The NYC DOE requires all SETSS teachers to complete monthly invoices for each student that are signed by the SETSS teacher and the parent or school principal; depending on the location of instruction. These invoices serve as daily attendance records in a SETSS invoice format that the DOE prescribes. The State requires us to maintain original records for 6 years per its Statute of Limitations Law.  

Condition 2: One hundred percent of our teaching, managerial, accounting and clerical staff, have been fingerprinted by the NYC DOE to comply with the requirements of Paragraphs 3 and 5 of the P4 letters. The NYC DOE maintains the clearance of our staff for the duration of their employment.

Furthermore, we do not obligate the principals of our host schools to sign a contract to do business with us exclusively. The DOE created the P4 letters for the benefit of the students. They are not the property of the SETSS teacher or the SETSS provider agency.
